New Markets Tax Credit Program Revitalizes Historic Atlanta Community and Supports Economic Development

A historic Atlanta landmark has been given new life through the New Markets Tax Credit (NMTC) program, showcasing the critical role of federal tax incentives in community revitalization and economic development.

The Waluhaje Hotel Apartments, a significant cultural site in northwest Atlanta that once hosted legendary performers like Duke Ellington and Ray Charles during the era of segregation, has been transformed into Heritage Village @ West Lake. This comprehensive rehabilitation project preserves the site’s rich history while providing 102 affordable housing units across 61,380 square feet.

Truist Community Capital invested $11 million in New Markets Tax Credit allocation and provided a $12.3 million bridge loan to support the project. The development, led by Quest Community Development and Columbia Residential, aims to serve vulnerable and lower-income populations by offering stable housing, healthcare, and job readiness services.

The NMTC program has demonstrated remarkable impact nationwide, generating over $135 billion in total capital investment and creating more than one million jobs. In Georgia specifically, the program has supported 171 projects, adding 16,300 permanent jobs and 15,500 temporary construction jobs, with $4.8 billion in total project financing through 2023.

Currently set to expire in 2025, the NMTC program has received bipartisan support for a permanent extension. The New Markets Tax Credit Extension Act (H.R.1103 and S.479) has been introduced in both the U.S. Senate and House of Representatives, seeking to provide long-term certainty for investments in underserved communities.

The Heritage Village @ West Lake project exemplifies how adaptive reuse can rejuvenate historic sites, drive economic development, and strengthen community connections. By preserving the Waluhaje’s legacy and transforming it into a modern, supportive housing complex, the NMTC program demonstrates its potential to create meaningful change in marginalized communities.
