According to a press release, the shortlisted jurisdictions are in Oklahoma and Texas, chosen for their proximity to Voyageur’s iodine extraction initiatives in Oklahoma’s Anadarko Basin, robust transportation infrastructure, access to skilled labor, and competitive business climates with low taxes and cost-effective land and energy. The company is actively engaging with economic development authorities across multiple U.S. jurisdictions, and the final site will be selected based on the most attractive overall combination of factors, particularly incentive packages.
The facility is designed to be a vertically integrated GMP campus, combining on-site iodine-to-API synthesis with barite upgrading into USP-grade material and sterile injectable manufacturing. Unlike conventional contrast media manufacturers that rely on imported iodine flakes or intermediates, Voyageur plans to use its proprietary closed-loop Streamlined Iodine Process directly from its Oklahoma brine operations and high-purity barite from the Frances Creek project. This approach is expected to deliver the first fully domestic, vertically integrated supply chain for both iodinated and barium contrast agents at materially lower cost, with superior sustainability and supply security.
The implications of this project are significant. Currently, the U.S. relies heavily on imported iodine and contrast media intermediates, exposing hospitals and patients to geopolitical and supply chain risks. By onshoring production, Voyageur aims to mitigate these risks and support U.S. priorities for domestic critical minerals and pharmaceutical onshoring. The facility is expected to create 150–250 direct high-skilled jobs in manufacturing, engineering, quality assurance, and operations, plus substantial indirect employment through construction and suppliers. Once at full scale, it is projected to generate significant annual economic activity and local tax revenue.
