Hong Kong’s higher education system has reached new heights in the latest 2027 QS World University Rankings, with five institutions placing in the global top 100 and two breaking into the top 20 for the first time. The results, released on June 18, underscore the city’s growing prominence as an international education hub and reflect the effectiveness of government policies aimed at attracting top talent and fostering academic excellence.
The University of Hong Kong maintained its position at 11th globally, while The Chinese University of Hong Kong surged 14 places to 18th, marking its first entry into the top 20. The Hong Kong University of Science and Technology rose 11 spots to 33rd, and The Hong Kong Polytechnic University climbed four places to 50th, entering the top 50 for the first time. City University of Hong Kong also improved, rising 11 places to 52nd. QS noted that Hong Kong emerged as Asia’s most improved higher education system for the second consecutive year and the second most improved globally among systems with three or more ranked universities.
A spokesman for Hong Kong’s Education Bureau attributed the achievements to the HKSAR Government’s steadfast investment in education and support through the University Grants Committee. “These achievements fully affirm the effectiveness of the HKSAR Government’s steadfast investment in education and its full support through the University Grants Committee (UGC) for institutions to continuously innovate, optimise, expand capacity, and enhance quality,” the spokesman said. “The significant year-on-year rise in the overall rankings of our institutions further validates Hong Kong’s strong appeal as a premier hub for international high-end talent.”
The strength of Hong Kong’s universities was also evident in the U.S. News & World Report Best Global Universities Rankings, where 20 subjects placed in the global top 10. Notably, CUHK, HKU, and The Education University of Hong Kong swept the top three spots for “Education and Educational Research,” underscoring the city’s prowess in academic research and talent cultivation.
The government has implemented several measures to bolster the sector, including raising the admission ceiling for non-local students in taught programmes to 50% and increasing the over-enrolment ceiling for self-financing places in research postgraduate programmes to 120%. The “Study in Hong Kong” brand is being promoted through the Task Force on Study in Hong Kong, which collaborates with institutions to highlight the city’s academic resources and international partnerships. The government is also expanding the Belt and Road Scholarship to attract global talent.
These developments align with the strategic goals of the National 15th Five-Year Plan to build a leading nation in education, technology, and talent. As Hong Kong continues to strengthen its higher education system, it reinforces its status as a key hub for international education and research in Asia.
