Trilogy Metals Publishes Coordinated Permitting Schedule for Arctic Project, Targets 2028 Decision

Trilogy Metals Inc. (NYSE American: TMQ) (TSX: TMQ) announced that a coordinated federal and state permitting schedule for its flagship Arctic Project in Alaska has been published on the Federal Permitting Improvement Steering Council’s Permitting Dashboard. The schedule confirms the U.S. Army Corps of Engineers as the lead federal agency for environmental review and outlines a targeted Record of Decision in September 2028 for the copper-zinc-lead-gold-silver project being advanced by Ambler Metals, Trilogy’s 50/50 joint venture with South32.

The published timeline integrates federal and Alaska state permitting under the state’s FAST-41 memorandum of understanding, providing a single, publicly tracked roadmap for project approvals. The company said the schedule targets an approximately 29-month review period from its April 2026 Clean Water Act Section 404 permit application to the Record of Decision, reflecting a more streamlined process than historical permitting timelines.

Trilogy Metals holds a 50 percent interest in Ambler Metals LLC, which owns 100 percent of the Upper Kobuk Mineral Projects (UKMP) in northwestern Alaska. South32, a globally diversified mining and metals company, exercised its option on December 19, 2019, to form the 50/50 joint venture. The UKMP is located within the Ambler Mining District, one of the richest and most prospective known copper-dominant districts in the world. It hosts polymetallic VMS deposits containing copper, zinc, lead, gold, and silver, as well as carbonate replacement deposits with high-grade copper and cobalt mineralization.

Exploration efforts have focused on two deposits: the Arctic VMS deposit and the Bornite carbonate replacement deposit. Both are located within a land package spanning approximately 190,929 hectares. Ambler Metals has an agreement with NANA Regional Corporation, Inc., an Alaska Native Corporation that provides a framework for exploration and potential development in cooperation with local communities. Trilogy Metals’ vision is to develop the Ambler Mining District into a premier North American copper producer while protecting and respecting subsistence livelihoods.

The publication of a coordinated permitting schedule is a significant step for the project, as it provides clarity and transparency for stakeholders. The streamlined process under FAST-41 aims to reduce delays and uncertainties that have historically plagued major mining projects in Alaska. The targeted 29-month review period is notably shorter than typical timelines, which could accelerate the project’s path to production.

Investors and industry observers will be watching closely as the project moves toward the April 2026 permit application and the subsequent review. The Arctic Project is one of the largest undeveloped copper-zinc-lead-silver-gold deposits in the world, and its development could have substantial implications for domestic supply of critical minerals. The U.S. has identified copper as a critical mineral essential for national security and the transition to clean energy technologies, including electric vehicles and renewable energy infrastructure.
