On Guru Purnima, July 29, 2026, The Supreme Pontiff of Hinduism Bhagavan Sri Nithyananda Paramashivam issued an Executive Proclamation establishing Abhayam Sarvabhūtebhyoh, a global initiative to create sovereign safe zones dedicated to the protection of persecuted peoples worldwide. The announcement was made during a grand celebration with participation spanning over 80 countries, with over 200,000 devotees, disciples, volunteers, and KAILASA’s Ministers and Members of Parliament in attendance, streamed live across more than 130 networks globally.
The initiative provides immediate humanitarian refuge, sustenance, and community to persecuted populations, indigenous communities, and displaced persons, without distinction as to race, religion, caste, gender, or nationality. In delivering the Proclamation, The Supreme Pontiff stated, “By offering refuge, I extend the enlightenment ecosystem of KAILASA, wherein each being is recognized and treated as Paramashiva. I hereby proclaim absolute refuge and protection for all beings. This is my Guru Purnima blessings to humanity.”
The Proclamation addresses six converging global crises identified by The Supreme Pontiff. These include displacement, with UNHCR reporting over 120 million forcibly displaced persons worldwide, the highest figure recorded; economic insecurity, with the World Bank reporting nearly 700 million people living in extreme poverty on less than $2.15 per day; educational deficit, with UNESCO reporting over 770 million adults lacking functional literacy; public health, with the U.S. Surgeon General’s 2023 Advisory identifying chronic loneliness as a mortality risk equivalent to smoking 15 cigarettes daily; food insecurity, with the FAO reporting one-third of global food production lost or wasted while more than 700 million people experience hunger nightly; and environmental degradation, with the FAO reporting annual forest loss exceeding the land area of Portugal, and 8 million metric tons of plastic entering marine ecosystems each year. Additionally, Pew Research Center reports over 1 billion persons now identify as religiously unaffiliated, a crisis of spiritual displacement.
Under the Proclamation, KAILASA will provide humanitarian assistance including shelter, food, and housing through its diplomatic missions and monasteries; education through the re-establishment of the Gurukul model offering holistic instruction in sciences, wellness, agriculture, and the arts, open to all ages; psychosocial support through community-based programs centered on belonging and emotional restoration; rule of law and governance administered in accordance with Dharma, with protection of vulnerable populations as the primary metric; guaranteed freedom of religion or belief under Article I of the Constitution of KAILASA; and environmental stewardship through initiatives in organic agriculture, reforestation, and animal welfare via a Goshala-based sustainable economy.
Concluding the Proclamation, The Supreme Pontiff affirmed, “I make this vow before all. As the living embodiment of Paramashiva, KAILASA shall serve as permanent refuge for every persecuted being.” This initiative is significant as it establishes a new model of sovereignty rooted in spiritual principles, aiming to address urgent global humanitarian needs.
