Former Minnesota Senate Minority Leader David Hann Joins U.S. Term Limits as State Co-Chair

U.S. Term Limits announced on September 23, 2026, that former Minnesota Senate Minority Leader David Hann has agreed to serve as Minnesota State Co-Chair for the organization. Hann, a four-term state senator and former minority leader, brings decades of public service, legislative leadership, and business experience to the effort to enact congressional term limits.

In his new role, Hann will work to build support in Minnesota for a constitutional amendment limiting the terms of members of Congress. He has already demonstrated his commitment by signing the U.S. Term Limits pledge supporting such an amendment, a move the organization announced in March 2026.

“I am honored to serve as Minnesota State Co-Chair for U.S. Term Limits and help advance the effort for congressional term limits,” Hann said. “Public office should fundamentally be about service. Our system of government works best when elected officials remember that they are accountable to the citizens they represent.”

Hann argued that too often Washington has become dominated by career politicians who remain in office for decades. He said term limits would create greater opportunities for new leaders, new perspectives, and citizen legislators to serve, and would help ensure that elected officials remain connected to the people rather than becoming entrenched in Washington.

“Minnesotans understand the importance of accountable and responsive government,” Hann concluded. “I look forward to working with citizens and lawmakers across our state to build support for congressional term limits and help Minnesota play an important role in advancing this reform.”

Hann’s career includes extensive public service. A graduate of Gustavus Adolphus College with a degree in religion, he also pursued graduate study at the University of Chicago Divinity School. While in college, he volunteered for service in the U.S. Army and later served a tour in Vietnam. After completing his education, he embarked on a long career as a senior executive with a food manufacturing and distribution company.

Hann was elected to three terms on the Eden Prairie School Board before being elected to the Minnesota State Senate, where he served four terms. During his tenure, he served on the Education, Judiciary, and Finance committees and chaired the Health and Human Services Committee. In his final term, his Senate colleagues elected him Minority Leader, and he led the Republican Caucus to the majority in the 2016 election.

Following his legislative service, Hann served for three years as executive director of the Minnesota Association of Townships before resigning at the end of 2020. He was subsequently elected twice as chairman of the Minnesota Republican Party, serving in that position through the end of 2025.

Philip Blumel, President of U.S. Term Limits, welcomed Hann’s appointment. “We are honored to have David Hann helping lead our efforts in Minnesota,” Blumel said. “David brings an extraordinary depth of experience in public service, the private sector, and state government. He understands both the responsibilities of elected office and the importance of ensuring government remains accountable to the people. His leadership and knowledge of Minnesota will be tremendous assets as we work to advance congressional term limits in the state.”

Hann joins Reed Olson, who currently serves as Minnesota State Co-Chair for U.S. Term Limits. Minnesota lawmakers have introduced resolutions supporting an Article V convention to propose a congressional term limits amendment, including HF4305 and SF4651 during the 2026 legislative session.

U.S. Term Limits describes itself as the nation’s largest grassroots advocacy organization dedicated to establishing term limits at all levels of government, particularly for the U.S. Congress. The organization works with citizens and lawmakers across the country to advance constitutional reforms that increase accountability, encourage citizen legislators, and restore trust in government.
