Todd Gross’ new book, Who Decides? Transform How Decisions Are Made in Your Organization, became a #1 International Best Seller following its July 2026 launch. The book addresses a root cause that Gross, an executive advisor and leadership coach with more than 30 years of consulting experience, says many organizations overlook: decisions are often made by the wrong people, at the wrong level, or without a shared understanding of who owns the decision.
Gross argues that persistent problems such as accountability gaps, execution failures, bottlenecks, and stalled growth frequently trace back to unclear decision ownership. “Are the right leaders making the right decisions at the right level within the organization? Organizations generally don’t have a good language to talk about that, and they don’t teach it,” Gross said. Who Decides? aims to fill that gap by offering a practical framework rather than abstract leadership theory.
Central to the book is Gross’ Five Levels of Decision-Making, a tool designed to give organizations a common language for decision ownership and communication. The book also examines decision severity, stakeholder priorities, emotional pressure, risk, judgment, resilience, delegation, and how to build a decision-making culture. Gross said he intentionally avoided making the book highly theoretical. “There is behavioral science and there is psychology in the book. That’s not the point of it,” he explained. “It’s how can we make this simple so that people can use it in the organization.”
The result is what Gross describes as a practical field guide for executives, managers, entrepreneurs, board members, and frontline leaders who want to remove decision bottlenecks, create clearer ownership, and build teams that can move without constantly waiting for someone above them to decide. Steve Kidd, host of Thriving Entrepreneur, said, “The question isn’t whether leaders can make good decisions. The real test of leadership is whether you’ve built people who can make good decisions when you’re not in the room. Todd gives organizations a practical language for doing exactly that.”
For leaders unsure where to start, Gross recommends identifying what he calls the organization’s “choke point”—the place where progress repeatedly stops while everyone waits for a decision. “If you really step back and take a look at it, you’ll be able to identify, ‘Yeah, things get stuck here,'” Gross said. “When you can identify that, then you can start figuring out ways to open that choke point up.”
Who Decides? Transform How Decisions Are Made in Your Organization is available now on Amazon at https://www.amazon.com/dp/B0GZ5CM9K6. Gross is also the author of the book’s full title, Who Decides? Transform How Decisions Are Made in Your Organization: Foundations of Decision Leadership—How Great Leaders Think, Decide, and Teach Others to Do the Same. Earlier in his career, he served as a turnaround CEO and worked in mergers and acquisitions for a Dutch conglomerate operating in the United States. He lives in Bloomington, Indiana, and continues to coach executives and help organizations put the book’s decision-leadership principles into practice.
The book’s recognition matters because it signals growing demand for solutions to a pervasive organizational problem: decision paralysis. By giving leaders a shared vocabulary and actionable models, Gross offers a way to distribute decision-making authority more effectively, which can improve accountability, speed execution, and reduce the bottlenecks that stall growth.
