SeABank Launches Sustainable Finance Framework to Drive Green and Blue Growth in Vietnam

SeABank has announced its Sustainable Finance Framework (SFF), a comprehensive structure that will guide the bank’s funding and capital allocation toward sustainability commitments. The framework received a Second-Party Opinion from S&P Global Ratings on September 24, 2026, according to a press release distributed by Media OutReach Newswire. The move positions the bank to better address Vietnam’s environmental and social challenges while tapping into the growing demand for sustainable finance.

The SFF aligns with six international principles and guidelines from the International Capital Market Association, Loan Market Association, Asia-Pacific Loan Market Association, Loan Syndications and Trading Association, and International Finance Corporation. It governs the full fund lifecycle through four pillars: use of proceeds, evaluation and selection, management of proceeds, and reporting. Funding will support projects across 14 green categories (40-45%), 7 blue categories (10-15%), and 5 social objectives (40-45%). This allocation reflects a balanced approach to environmental and social goals, with a notable emphasis on blue financing—a relatively nascent field in Southeast Asia.

By targeting emissions reduction, water security, waste management, and pollution, as well as improving access to vital services, housing, and finance for underserved communities, SeABank aims to create tangible impact. The framework also pioneers marine biodiversity and ecosystem conservation through blue financing, which could set a precedent for other banks in the region. Quantitative criteria, such as a minimum 20% performance improvement in energy savings, emission reduction, or water efficiency, ensure that projects deliver measurable benefits. All credit exposures are screened through SeABank’s Environmental and Social Management System, enhancing accountability and integrating sustainable finance into operations.

Building on its 2025 Green and Blue Bond Framework, which was ICMA-aligned and rated “Medium Green” by S&P Global Ratings, the updated SFF adds lending and social objectives, unifying green, blue, and social financing under one structure. This evolution signals SeABank’s deepening commitment to ESG principles and its ability to adapt to international standards. The bank has already mobilized nearly US$1.1 billion from international institutions including IFC, AIIB, Norfund, Proparco, FMO, and DFC. As of September 2026, outstanding green credit exceeded VND4.1 trillion, up over 150% from end-2025. By 2030, SeABank targets green credit at 5% of total outstanding loans and a 10% reduction in greenhouse gas emissions against its baseline year, while expanding financial access for vulnerable groups, women-owned businesses, and MSMEs.

The SFF is detailed in SeABank’s SFF documentation, and the S&P Global SPO provides independent validation. For Vietnam, which has committed to Net-Zero by 2050, SeABank’s framework could catalyze further private capital mobilization and demonstrate how banks can align with global sustainability goals. As the country faces pressing environmental and social challenges, the initiative underscores the role of financial institutions in driving a just transition.
